In Alberta you can get a ticket for an unsecured load and it’s a few hundred dollars the last time I heard. However, you can be charged the same fine multiple times for each unsecured item, up to the investigating officer’s discretion.

I was crossing a bridge on an Interstate when short lengths (perhaps a meter) of plastic pipe started spewing from a trailer ahead, while I’m trapped between a concrete wall with a huge drop beyond and a semi. Spirited dodging of spinning plastic pipe ensued.
