No. There are requirements of time and temperature you need to stay under but flash freezing is only required if you are selling the fish to be consumed raw a la sushi. Most commercial fish is flash frozen though.

Flash frozen fish is what you want. It’s not like the freezer in your kitchen. It perfectly preserves the meat.
