Its not triboluminescence, it’s an arc discharge between invisible windshield heater wires that run through the windshield to keep it from icing over.

>from the friction of the air hitting the shield what you’re describing is adiabatic heating (when air heats up from being rapidly compressed) not triboluminescence, which I don’t think would occur here. Either way, I think one of the other replies explaining that this is from the windshield heater wires is correct about what is actually going on here.
