If you look at it more closely, it looks to be mostly junk. Toward the top right, there’s a window AC unit that looks to be mostly gutted. There are a couple of bicycles and just bags of junk.

Someone like this is less likely to let the traffic stop remain a 20 minute encounter resulting in a ticket without some sort of escalation.

They could charge them with one violation or bury them in violations, but the City/State will never see a single cent from that person, and incarcerating that person only will cost more to the govt. This is just the reality of all the systemic issues today.
