I actually think he *was* going to rob him. He started that turn before the collapse and was laser-focused right on him the whole time. If you’ve seen videos of scooter snatchers before, it’s blatant and not even in question: this was an awkwardly-aborted robbery.

Urgency in an emergency situation is a great way to create two victims. At least if by urgency you mean he wasn’t moving fast enough. Surveying the scene of a pothole that can grow at any moment and signaling others to help was a good way to start a rescue.
